8 malnourished dogs, including 4 puppies, are taken from their owners after an ignored formal notice

The Anderson County Sheriff's Office, South Carolina (United States), announced that it had arrested a man charged with animal abuse after the discovery, at his home, of 8 extremely neglected and malnourished dogs, reported WCAX.

The individual in question is called James Louie Conard and is 49 years old. The police arrested him on Thursday September 24, 2026, specifying that he is the subject of 8 charges and that he was released on bail pending his trial.

The Anderson County Sheriff's Office opened an investigation in early September after receiving reports about the living conditions of his 4 adult dogs and 4 puppies. The latter lived on his property located within the city limits of Beltonin northwestern South Carolina.

A formal notice was first sent to the defendant, ordering him to remedy the violations noted and to take the dogs to the veterinarian to provide them with the necessary care.

James Louie Conard did not, however, comply with these demands. The canines still suffered from hunger, thirst and lack of care. Equipped with a search warrant, the sheriff's deputies went to his home to arrest him and seize the 8 dogs.

Thin, dehydrated and unhealthy dogs

The latter were entrusted to the shelter Anderson County PAWS. Examined by a veterinarian, they were suffering from dehydration, infestations of external (fleas) and internal (intestinal worms) parasites, malnutrition and had excessively long claws.

Cared for and comforted, they will soon be transferred to other shelters managed by animal protection associations or directly offered for adoption when their state of health allows it and depending on the results of their behavioral assessment.
