Having clearly suffered from neglect for some time, as evidenced by their state of thinness in particular, the 2 dogs discovered in the woods and taken care of by the SNPA (Norman Society for the Protection of Animals) of Rouen (76) are now receiving all the care and attention they need to recover. The association hopes to collect enough information to trace their owner and ensure that the author of this abandonment is held accountable in court.
“Tegging dogs in the forest is no longer irresponsible but cruelty”
There is a female wearing a red collar and a male without a collar. They were almost skin and bones, and none of them were identified.
“ Tying dogs in the forest is no longer irresponsible but cruelty », denounces the SNPA of Rouen in his publication including several photos. These allow you to see how thin they were, but also that they are now in good hands. Placed in boxes, they are fed, rehydrated and cared for while waiting to learn more about what led them to this situation.
Call for witnesses and reminder of sanctions
In its publication, the SNormandy Animal Protection Society launched a call for witnesses in order to identify the owners of these dogs: “ If you have information about them to bring to our attention, you can contact us either by email ((email protected)) or by messenger via our page “.
She recalled, in passing, that abandoning your animal in this way is punishable by law. Under article 521-1 of the Penal Code, it is an offense punishable by 3 years of imprisonment and a fine of 45,000 euros.
If abandonment is committed knowingly in conditions presenting an immediate or imminent risk of death for the animal, the penalty is increased to 4 years of imprisonment and a fine of 60,000 euros. And in the event of the animal's death, the penalty can be 5 years' imprisonment and a fine of 75,000 euros.
